The Open City Challenge

The Red Line is Coming! This planned 14.5-mile light rail transit line will connect the Woodlawn area of Baltimore County, Edmondson Village, West Baltimore communities, downtown Baltimore, Harbor East, Fells Point, Canton, and the Johns Hopkins Bayview Medical Center. Linking up with the existing Light Rail, Metro subway, and MARC train lines, the Red Line will create a comprehensive transportation system for the Baltimore and surrounding community.

The Open City Challenge calls for creative, innovative, non-traditional and provocative ideas that will turn construction of the Red Line into a positive experience for the community.

This competition is based on the concept of an open city, one in which citizens feel that they are connected to one another, have access to services and amenities, and can easily move around. The Red Line has the potential to make Baltimore a more open city, through revitalizing neighborhoods, protecting the natural environment, and boosting economic development. This is an open call to submit ideas that will turn the construction period into an economic benefit or aid in opening up conduits of travel and communication along the route.

WHO IS ELIGIBLE: The Open City Challenge is open to any individual, group, organization, or company. This is a blind competition. Professional qualifications are not required; anyone with an engaging, creative, and unique idea for maximizing the potential of the construction of the Red Line is encouraged to submit a proposal. Please note, individuals or groups who are paid to work on the Red Line project (with the MTA or one of their consultants) are not eligible to participate in the Open City Challenge.

AWARDS: Awards include cash prizes totaling $10,000.

SUBMISSION: To participate, download the Request for Proposals (RFP) to submit your application.
